Uh......if you say so!!!!

So I am driving back from Atlanta and as I am passing through Chattanooga, this vehicle passes me.

Soooooo.....my question is this. How do you read the license plate? Is it pronounced loo-shoe? Personally I think it says loose hoe.  I guess only the owner knows.  But it was so weird that I had to catch up to it and take a pic to share.
